A propaganda model documented by RAND researchers: high-volume claims delivered rapidly, continuously, and shamelessly, with no commitment to consistency. The claims contradict each other and the firehose does not care. The goal is not persuasion but exhaustion. An audience that cannot keep up with the volume stops verifying anything, and a population that has stopped verifying can be steered by whoever keeps talking.

The tell
A fast-moving story with corrections, named sources, and outlets revising their claims as evidence arrives is journalism under deadline, not the firehose. The pattern requires the same source spraying contradictions without correction, where the volume itself is the strategy and no claim is ever walked back because walking back would require caring whether it was true.
A source begins producing claims at a rate faster than any fact-check operation can process. Early claims are bold but plausible enough to demand attention.
The firehose does not need you to believe the lies. It needs you to stop believing that truth is findable. Once you reach that point, leaving the firehose changes nothing, because you have already lost the thing it was targeting.
Later, people realize the exhaustion was the product. The claims were not the message. The message was that checking is pointless, and once that landed, the firehose had already won regardless of which claims survived.

How this pattern gets misused
Someone labels any high-volume news cycle 'the firehose,' including legitimate breaking coverage where multiple outlets are genuinely updating a story as facts arrive. The term becomes a way to dismiss all fast-moving information as manufactured, which is itself a form of the exhaustion the pattern produces.
