The declaration replaces the verification. You are asked to accept what has not been shown.

What it looks like when you're wrong about it
It's only reality preemption when the completion is declared without evidence and the declaration is used to prevent scrutiny. A weather forecast saying 'the storm will arrive tonight' based on radar data is not preempting reality. A government saying 'the crisis is over' while suppressing casualty reports is.
